UniSea is restarting after a COVID-19 outbreak forced it to shut down for almost a month; in his third State of the State address Thursday, Gov. Mike Dunleavy explained his approach to the COVID-19 pandemic, called for large permanent fund dividend payments and developing Alaska's resources; and the state is proposing a new Alaska Marine Highway schedule that amounts to bare bones service.
